First, we will build a diversified supply system that expands domestic production and stabilizes international cooperation, strengthen infrastructure construction and connectivity such as pipeline networks, gas storage tanks and receiving stations, and ensure balanced supply and demand and orderly utilization.
Second, we will step up domestic exploration and development efforts, create new mechanisms to encourage participation by investors of all kinds, and support the transfer of mining rights in a market-oriented manner.
Third, we will improve the mechanism for natural gas peak-shaving, emergency response and safety. We will make plans for natural gas protection and supply in the coming winter and next spring, and give priority to replacing coal for heating in urban areas and areas with severe air pollution. Before the implementation of "replacing coal with gas", a contract shall be signed to implement the gas source, and "replacing coal with gas" shall be adhered to. Use differential price policy to promote peak cutting and valley filling.
"Last winter, some parts of northern China suffered a shortage of natural gas supply, exposing our deficiencies in natural gas production, supply, storage and sales."
